Solution

Double-headed coin (2 coins): 
lower face = Head always → probability = 1 

Double-tailed coin (1 coin): 
lower face = Head → probability = 0 

Normal coin (2 coins): 
lower face = Head → probability = $\tfrac{1}{2}$ 

Total probability: $\displaystyle P = \frac{2}{5}(1) + \frac{1}{5}(0) + \frac{2}{5}\left(\frac{1}{2}\right)$ 
$P = \frac{2}{5} + \frac{1}{5} = \frac{3}{5}$
